Yes this is minty exclusive but Instinctoy had 20 available from 50 GID for their own customers, leftovers would be sold in lottery :)

No pre-orders. There will be a lottery in June and then once/if you get passed that, you are given the chance to buy one.
There will be a very low number made. in the past, editions of 100. It is still a mystery but Hiroto is very smart and will probably never exceed 150. -
